Espling announces race for House

NEW GLOUCESTER — Ellie Espling, 36, has announced her candidacy for the Maine House of Representatives for District 105, which includes New Gloucester, Durham and part of Lisbon.

The announcement was made at a social gathering at the historic Locke farmstead in New Gloucester. In attendance were many of Espling's supporters, including Waterville mayor and gubernatorial candidate Paul LePage, state Rep. Susan Austin and House District 110 candidate Gary Foster.

Gary Foster has also annouced that he will seek Sue Austin's seat in Gray/North Yarmouth. She is termed out.

I do know her when she was working with the York County Republican Committee. She was willing to help in whatever needed to be done whether it was collecting money at the door for a dinner or helping on some of the different campaigns whether they were candidates running for state offices or candidates running for offices at the county level. Her goal was to help the party and the people of the State of Maine.

My prayers go out to her during this upcoming campaign season.

Anyone know if Lois Snowe-Mello is coming back to take on Democrat Deb Simpson, who by the way, supported gay marriage when the majority of her constituents didn't.

Thanks for getting the ball rolling on this Dan. I haven't done much "composing" (like the kind I did two years ago and even more back in 2005-2006 when I kept an updated list of all candidate registrations with the Maine Commission of Governmental Ethics and Election Practices) since the defeat of the bill we both worked for this spring. But it's time now for me to break that inertia and post a list of Legislative candidate registrations with the Ethics Commission, by office and district, which I will do in the next post, which will be updated periodically as new candidates are listed. In the post after that, I will list the candidates who have registered with the Ethics Commission as of the close of business on Wednesday, November 25, 2009, before the Thanksgiving Holiday.

My source for this information is the table obtained from the Maine Campaign Finance Public Access Site's Advanced Candidate List with my search customized to list all candidates for (State) Representative and (State) Senator and, for each candidate, the office sought, district, party and financing option (MCEA, which hasn’t been used yet in this election cycle except for some earlier test entries, means the candidate has been certified as a Clean Elections candidate and will receive public funding, DOI means the candidate has filed a Declaration of Intent to run as a Clean Elections candidate, and Privately Financed should be self-explanatory), the candidates sorted by Office, District, Election, Party, Financing and Contested/Uncontested.

The title of each district will have a hyperlink to the Elections Division's map of that district. I won't list the "candidates" whom I can tell, from either their listed name or from listed information under that candidate's listing, are merely test entries for the system. For every other candidate, I'll list their party affiliation (D, R, G or U) and municipality as best I know (I may guess as to the municipality when a PO box is listed, and guess wrong at times, but will gladly accept correction). I'll list incumbents first, then any other candidates of the incumbent party, then candidates of the other of the generally recognized two major parties in the state, then Green Independent candidates, and finally Unenrolled (Independent, Constitution, Libertarian (although last I knew the Libertarians weren't trying to field their own candidates), etc.) candidates. In terms of whether to use a candidate's first and middle name, first name and middle initial, first name only (besides the last name of course), or first initial and middle name, I'll go with what is listed on the candidate's Candidate Registration, except that I didn't include the period the Ethics Commission has listed as (one legal name) Jarody's first name (which is probably only there because Ethics's database can't accept a name without both a last name and something for a first/middle name). In several instances incumbent Legislators seeking reelection have used a different method of listing their name than is used on their biographical page in the House or Senate web site.

I'll denote incumbents by an asterisk ("*"), current members of the other chamber by an "(H)" or "(S)" as appropriate, and non-incumbent former members of the Senate and House by an "(FS)" and "(FH)", respectively, with the chamber served in more recently listed first, except that I won't use "(FS)" where I'm already using "(S)", I won't use "(FH)" where I'm already using "(H)", and for Senate candidate who would, if not for this exception, have after their names "(FS) (FH)", I'll only use "(FS)", as their more recent Senate service would seem to render their earlier House service obsolete, and to be more consistent with not using "(FS)" or "(FH)" for incumbents or for candidates denoted as "(S)" or "(H)" respectively. When an incumbent has not yet registered to run for reelection, I'll note who that incumbent is and if that incumbent is prevented from running for reelection by Maine's legislative term limits law. If someone served as a former Legislator when their residence (or what was supposed to be their residence, so if Bill Cote ran for the House in an Auburn district including the House where he allegedly lived for much of his stint representing a Lewiston district, he would be included in this) was not in the district they are now running for, I'll note the municipality they lived in at the time as part of the "(FS)" or "(FH)" note. I'll also note if a candidate last served or was last elected under a different party affiliation from the one the candidate is now running under. Finally, I'll note if a candidate is attempting to qualify for public funding (DOI for Declaration of Intent), has qualified for public funding (MCEA) when candidates start qualifying, or is listed as not attempting to qualify for public funding or, once applicable, has failed to qualify for public funding (Privately Financed).

I've heard from a reliable source that Augusta Mayor Roger Katz is likely to run as a Republican for the Senate District 24 seat that Senate President Libby Mitchell is giving up to run for Governor. As I partly stated in my last two posts, second-term State Representative Patsy Crockett (D-Augusta) has registered with the Ethics Commission to run for Libby's seat. I know that the Democrats have a candidate to run for Crockett's House District 57 seat. She hasn't registered yet (she didn't want to before Crockett registered to run for the Senate), but she told me today that she will do so before Christmas after getting back from a family vacation coming up.

Term-limited State Representative Nancy Smith (D-Monmouth) is (or at least was in September) considering running for the Senate District 21 seat, where her likely Republican opponent will be second-term incumbent Senator (and before that, a two-term State Representative) Earle McCormick (R-West Gardiner). Stephen Singleton of Winthrop, who ran as a write-in candidate for that seat two years ago, has registered with the Ethics Commission to run again next year as an Unenrolled candidate. I called him a couple weeks ago and he told me he was just getting his name out last time and that if he runs he plans to get on the ballot.

Sue Austin (R-Gray) represents House District 109. House District 110 is Mark Bryant (D-Windham)'s district. Gray is split between those two districts. Based on map of the only address that could possibly be in either district that a quick Google search of "Gary Foster" Maine revealed, Foster, like Austin, lives in the House District 109 portion of Gray. So Steven Scharf is correct and the Sun Journal article (likely an Espling campaign press release) has Foster's district number wrong.

First, I fully intend to run for my 4th term in the Senate. I'll be termed out twice! But I hope to go out serving in the majority. (And no I will not change parties to make that happen, although it has been done!) Second, I heard that Sen Nutting will be supporting Rep. Dostie for his seat. As for who he's backing in the D primary that will require some finesse I would imagine. Backing the wrong nominee is certainly not how to become a Commissioner.

CALAIS - Joyce A. Maker, of Calais, has announced her candidacy for the Maine House of Representatives in District 31, representing Baileyville, Baring, Calais, Charlotte, Indian Township, Perry, Pleasant Point and Robbinston. Maker will seek the Republican nomination to succeed incumbent Rep. Anne Perry (D-Calais), who is term-limited.

A resident of Calais for more than 40 years, Joyce Maker is currently serving her third term on the Calais City Council, being first elected in 1999. Professionally, Maker served in a variety of capacities before retiring in 2008. Her last 16 years in the workforce she served as the Financial Aid Director at Washington County Community College, where she worked to assist students and parents achieve their goal of attending higher education.

I have heard that former Rep. Scott Lansley (R-Sabattus) plans to run. Dostie & Nutting complaining about the firing of the Sabattus Town Manager was an attempt to damage Lansley politically because he is a Sabattus Selectman.

Have you ever noticed that actually turning out to be the case? You might not have been able to prove that the earlier registration was a decoy but has a candidate filled out a candidate registration with Ethics that would leave some might be candidates from the other party to think that a seat that they had been rumored to be opening up wasn't, and then the incumbent ended up stepping down after all? I know candidates have withdrawn after registering with Ethics and have switched from one race to another (Bobby Mills has already done it twice in this election cycle and may withdraw his current registered candidacy), but not all of those abortive candidacies would really qualify as decoys to scare someone off.

I know you speculated on the same possibility in 2006 when Lynn Bromley registered with Ethics to run for a fourth term, but she ended up following through with her candidacy for reelection, and the candidate you thought she might be trying to scare off, then termed out State Representative Kevin Glynn, ran for her seat anyway, although he lost.

There are lots of examples of incumbent Democrats filing as candidates and the dropping out to be replaced. Whether or not it was a ploy or not is speculation but it happens enough that I think it is deliberate strategy to scare off possible candidates.

Wow, I totally forgot about candidates withdrawing after filing (usually after the primary). I was thinking more of candidates registering with the Ethics Commission and then not filing, but what you mentioned about Democratic incumbents filing (and likely many of them registering with the Ethics Commission too) is perhaps what Stephen was thinking might happen in the case of Joe Brannigan and Anne Haskell.

Sezak ran for the State Senate in 2008 and lost big to Peter Mills, though he did win Fairfield, which is the major part of the House district, narrowly.

He also came in third in a five way race for two seats on the Fairfield council in November. Finch won, despite dropping out of the race. There was some talk of Finch stepping aside and Sezak being appointed to the Council.

Fairfield is a Democrat town but I think Sezak is a mediocre candidate and the right Republican could beat him.

My most sincere apologies to AMGers for posting information regarding Senator Nutting's status as a candidate for the Senate. In a recent missive to both the President of the Senate and Speaker of the House, Senator Nutting indicated he would indeed run for re-election to his seat. In the past few weeks Senator Nutting stated to more than one person familiar with the Dairy Stabilization Task Force that he would step aside in order to be available to become the next Agriculture Commissioner. Now that the Task Force has completed its work and issued a 15 -1 report, that is no longer Senator Nutting's goal. Senator Nutting will now press his own minority (1) report before his own Commitee. I will post the report, letter and rundown of 13 meetings in another thread to discuss the issues surrounding the development of the report, the issues which moved to concensus and the minority report.l I look forward to the discussion.

Anyone wishing to follow the discussion in the Agriculture Committe should log in on December 9th at 10:00 for live feed.

For someone who once said that the only manure he shoveled was in his barn (or something like that), Senator Nutting sure isn't shy about leading people to think he won't be running for reelection and then announcing that he will run again. He's popular enough that he gets away with it. One present or past poster on AMG who portrayed himself as a conservative Republican told me by private messaging that he was planning on running for the Senate in 2006 when Nutting was rumored to be stepping down but that he would not run against Nutting, whom he supported (so it wasn't just that he didn't think he could beat Nutting). Of course, if Nutting wins reelection in 2010, there won't be any wondering whether or not he'll run for reelection in 2012, as he'll be termed out.
