I like dogs better than bureaucrats. So, if I were drafting new rules regulating the importation of either one into Maine, I'd want more restrictions on bureaucrats.

This describes a fundamental professional deformation among bureaucrats. Every "problem" requires a response regardless of whether the response has any effect, or even relevance.

And bureaucracies MUST find problems if they are to surivive and flourish.
