Do ME Island Communities Need Govt Subsidies to Thrive?

I'm curious to know what AMGers thinks about using tax dollars to build rental homes as a solution to keeping Maine's island communities alive. Without having time yet to research the issue, my sense is there are other ways. This article mentions at least one island resident running a web-based chocolatier business. Are there other ways for island communities to thrive? Thank you. // skf
