Ron Arnold predicted this new "at risk" designation in his serious book, "Trashing the Economy". "Endangered" means that a species could become extinct. If accurate, that species needs protection. The recovery of the whooping crane is a good example. "Threatened" means that a species is decling in one of its population cycles and utilization needs to be controlled. "At risk" is the new designation. It is used for the species of the moment in ad campaigns. There is no shortage in these species. The designation is just a ploy toward increased government control of a resource and your private property.
