Was the whole crisis manufactured by HER in a debate?

You could argue that Michael Moore is a poster child for some kind of brain poisoning, if not Flint's seemingly manufactured "lead problem."

You folks will believe anything that supports your deep rooted need for conspiracy theories. In fact, the national media was on to the story in 2014. General Motors stopped using Flint public water in its plants in October 2014 (that GM was largely responsible for the contamination in the Flint River is another story). Michigan's DEP knew for months about the contamination but refused to make it public. The Republican appointed emergency manager refused to switch back to the original source.

OK. It would be accurate to say the the whole crisis was exploited by HER in a debate. Not a "conspiracy" but merely the sort of garden-variety political calculation any cynical politician wouldn't hesitate to deploy to smear an opponent.

No doubt the punctilious Mr. Weinand has written a private note to Mrs. Clinton castigating her for her shameless cynicism.
