You have to hand it Gov. John Baldacci.
He may not be the most popular governor in Maine's history - he was re-elected with only 38 percent of the vote - but he's one of the smartest.
Following the Dirigo Health fiasco and the unpopular school consolidation plan, Baldacci now wants to have the state take over the county's correctional systems.
You'd think he'd learn by past mistakes.
