Seriously Jim, why doesn't this happen?

Because our elected officials find all restraints, such as explicit language in the state and federal constitution, sort of a nusance instead of defining language. Why if the law really applied, then some of their best schemes would not be allowed and any politician knows their schemes are far more inportant than the silly law of the land.
