THE COMEDY CONNECTION!
BtB said: "Must be willing to absorb a union culture if we only new what one was."
Next time anyone has to suffer thru "training" with Rat Rod Hiltz or Tim Moe Belcher...
Ask them in front of everyone present what they mean by "union culture" and to give some examples.
Then get ready to bust a gut laughing!
130,000 + VIEWS!!!
We are now way past 130,000 plus views of this thread on msea-SEIu Local 1989.
Which means this thread has more viewers than msea's rag "The Stater".
Which means there is no place msea-SEIu can hide.
SEIu's 'union culture" has been clearly defined and established.......here in this thread! Belcher claiming ownership of 'Union Culture' or even any knowledge of it, is another one of his mental conditions! You know.....like.....Warden........or.....tall...or important other than in his own mind! The fact that he uses his empowered position as though that empowerment was his, Is stupifying. It's the position that has the power as granted by the dues paying members, taking it falsely, wasting it, using it to benefit ALL BUT the representational needs of the members is a sin or crime as is all other phony profits! Beware the False Gods especially when greatness resides within their own mind and the back of a UPS truck!
CULTURE AS SMOKESCREEN TO ROB YOU!
BtB said: "SEIu's 'union culture" has been clearly defined and established.......here in this thread!"
You're right! SEIu's so called union culture is just a guise for a pyramid payment scheme for their DC HQ vanguard and the Democrats.
It's really all right out of George Orwell's Animal Farm with the Pigs in cahoots with the Farmers against the rest of the farm animals.
Likewise, it's the SEIu stalinist vanguard at their HQ in DC in cahoots with the Democrats to loot all the dues paying members.
And anyone who exposes this massive fraud is Snowballed like Trotsky.
My advice to all msea-SEIu members is to put Rat Rod Hiltz's "Who moved my cheeze?" book down...
Because you'll learn nothing from it since it is SEIu that will move your cheeze and no rat wants you to know that.
Pick up Orwell's Animal Farm instead.
I would also recommend Orwell's Homage to Catalonia for his excellent description of Stalinists (left wing authoritarians).
Who at the end of the day are about feathering their own nests.
Well it is good to see MSEA making some noise over the contracting out of services at State Parks, However no charges or grievances have been filed for protection from impact! However the MTA employees GOT NOTHING when Peter Mills dumped twenty of them continuing the structured demise of the breathing in favor of increased EZ Pass! EZ Pass (automation) IS a mandatory subject of bargaining which was slipped past sleeping SEIu back ten years ago or so! SEIu should have filed discrimination charges when the two tier toll rates were established charging "people" users more for driving the same highway miles as the 'robot' users! SEIu money for nothing and laughing all the way! Belcher, DeAraujo and the SEIu legal team or Hear No, Speak No, See No Evil (violations of member's rights) incorporated!
Once again your understanding of issues is blatantly lacking.
It has been established thru various grievances that he State/ and Quasi agencies has the right to "manage" it's work force !
That means the numbers of employees etc. etc..
That is why there is layoff procedures outlined in contracts.
But do not let that deter you from repeating your script again and again and again.......................!!!!!!!!!!!!!!!!!!!
Contact Owen the great he should be able to verify that .
Thanks, but there is no need. Where and how the work is done is the impact which is mandatory for even the State to bargain. Discontinuence of positions requires bargaining the impact to those displaced such as early outs etc. But then everyone knows that except those brainwashed not to and arrogant enough to think they are the authority, BL I enjoy your attacks as they set the example for prenatal care!
To date the only member action reported in this thread has been "one member " who reported he dropped membership and bought Flat Screen TV w/ savings!!!
Great job guys. Is Owen working for Best Buy now?
DUNCE AWARD WINNER AGAIN!

Errrr...Back to Blue was referring to the State's statutory duty to bargain the financial impacts of layoffs.
Sure the State has the right to lay employees off....but it cannot lay employees off and contract out their work without bargaining the financial impact of that action.
Unless of course the employees' labor union(s) are asleep at the switch or worse.
Surely a smart guy like you would know the difference between a contactual violation (remedied by grievance) and a statutory violation (remedied by complaint).
II. CATEGORIES OF BARGAINING
A. Mandatory Subjects of Bargaining
Mandatory subjects of bargaining generally fall squarely into the ambient of "wages, hours, and terms and conditions of employment."
Public employers have a duty to bargain about the decision to make the change and the effect of the change on the employees.
The duty to bargain about the effect of the change on employees is called impact bargaining.
Refusal to bargain these mandatory subjects is a per se violation of the PERA.
B. Permissive Subjects of Bargaining
Subjects which do not fit into the ambient of "wages, hours, and terms and duties of employment" are permissive subjects of bargaining.
Public employers have a duty to bargain about the effect of the change (impact bargaining), but not the decision to make the change.
C. Illegal Subjects of Bargaining
A relatively small number of topics have been found to be unlawful to bargain as the effect of their implementation would violate law or public policy. [Eg. A contract provision which required all employees, including non-union members to contribute a portion of their sick leave to a "union time pool" was unlawful because it interfered with a nonunion members right to refrain from participating in union activities. Delaney V. City of Hialeah v. AFSCME, Local 3032, 9 FPER 14,339 (1983), aff'd, 10 FPER 15,300(1984)
III. IMPACT BARGAINING
Thus, impact bargaining is the employer's obligation to
bargain over the effects of unilateral management decisions
regarding areas of permissive, bargaining.
Taken from collective bargaining regulations, as an FYI for those who are unaware!
Of course the fact that the union agrees to them sort of nullifies the requirement.
I.E. the famous 17% loss, the union agreed to it vs. layoffs, hence no complaint!
Well that's improved from your position there was no obligation to bargain impact resulting from management making changes. But exactly and what we were screaming about years ago, WHY WOULD SEIu AGREE TO 17% cuts, reductions across the board in many areas with Libby Mitchell AND WAVE THE RIGHTS OF ITS MEMBERS?.......There is only one answer as corrupting as it may be! SEIu is an instrument of the Maine Dems and whichever brain fart it chooses to put in place! If LePage owes his office to any one person it is Libby Mitchell for splitting the Dems and having pissed so many people off with her arrogance they all voted elsewhere! But back to SEIu, and the continuation of nothing for those it fleeces out of dues and fees, any contract at the State? MCCS Adjuncts? MTA? Any impact bargaining decisions at the MTA detrimental to job security, or impacting workload or discriminating against the Union? You know, Union Animus? Is SEIu doing anything? No just slopping at the trough, with the bleeting Sheep and Barking Seals, Family Planning the pic nics and photo shoots, while legal contracts out services from....ah.....oh yeah...Lawyers that used to be employed by legal and the King presides from his throne as to unlawfully restrain anyone who works, while the dues paying peasants eat grool and save for shoes for the kids!
MEMBERS NOT FIRST.
BtB said: "WHY WOULD SEIu AGREE TO 17% cuts, reductions across the board in many areas with Libby Mitchell AND WAVE THE RIGHTS OF ITS MEMBERS?"
Because SEIu is not about the members....
Any more than the Soviet Union was a workers paradise.
SEIu is about SEIu and the Democrats.
Whoa, LePage is hinting at something big! Let's see, calling the Legislature in for a 'special' session! Just about the same time as the elections! Something done in other 'Republican' States! Uh oh, SEIu, the new sherriff is going to eliminate public bargaining, place all State workers at minimum wages and cut benefits and freeze the pension! What else could it be?
Well, leaping into action Chris 'Wah Wah' Quint informed the State's leadership every SEIu member has 1.7 children and every woman has the right to decide! Belch-a-long the Restrainer said "Nobody is allowed to Leave!" No-Regard Rivard started crying and said, "Let's bake them a pie!" Thank God for Director of Fields, Hiltz who was quick to order the 5 Field Reps to ALL go to Presque Isle and ALL go to Kennebunk at the same time and surround Maine to assure the Governor cannot do anything other than dust the mural! "If I find out any of you are not doing exactly as I have directed you to do you will be fired!" If any of you have a problem with that, call me in my tree stand, where I will be leading the charge, to defend the members!" The political director called a special meeting of her political team and informed the 62 full time people who work for SeIu, but really MSEA, but get no benefits that at this critical time we need all to focus! Obama is up by 7 points on the National poles and we can't let those numbers slip! Focus people! Focus! on what really matters! We cannot give up the White House!"
State workers, as the news has reported Govenor LePage's big secret meeting has nothing to do with state jobs, bargainning or MSEA. Word around the state office building is that the republicans are not happy with their governor and that they are not playing games this close to election time.
I was told that wrong information was posted earlier on this webpage. I was told that a complaint was filed to MLRB regarding the state's refusal to bargain and this complaint was accepted as a valid complaint in May by MLRB. It was reported on this site that the complaint was dismissed by MLRB. I have not heard if there has been a hearing. I suspect this may be one good reason why Fair Share became a dead issue with the state (governor). Listen to the news or speak to people that know what is happening before feeling threatened by what is being printed on this thread. Wrong information is being shared.
Alot of smoke but no fire.
YOUR HOUSE FOR THE WHITE HOUSE!
BtB said: "Focus people! Focus! on what really matters! We cannot give up the White House!"
Yeah, your house for the White House....such a deal....for some people anyway.
And just imagine...if Barry Obama gets re-selected then....
You'll be able to stand by the side of the road with all the other homeless people....
And watch as he drives by giving you the royal wave.
All done to the tune of: "The glory the glory to bask in his glory!"
While msea & SEIu keep telling you stories.
There was no WRONG info posted earlier on this thread, there was a suggestion which ended in, "What else could it be?" So since TLR thinks suggestions are wrong, where is TLR's suggestion? It is simple deductions as to what MAY, repeat MAY, once again for TLR MAY, be forthcoming from the member's choice, LePage! OH the Republicans are all in a tither well they better shut up and get in line, like the baby ducks LePage allows to survive! We will have to wait and see what LePage is up to, for some on this thread maybe he is going to announce the World is NOT flat!
A LEFTIST CRITIQUE OF SEIU AND THE DEMOCRATS
Connected to this mistaken outlook that it is still possible to collaborate with the big business heads to advance union members’ interests is the Labor officials support for the Democratic Party. There is no greater hindrance to transforming the unions into independent organizations for militant workers’ action. Vast resources are squandered on electing this corporate party’s politicians with little to show for it. Even more damaging is how this policy subordinates the needs of workers and Labor to the priorities of big business. The union tops often speak of the need to get a seat at the table by supporting the Democrats. What they don’t address is that the price of admission is the sacrifice of our class independence, the gagging of our voice, and the lowering of our standard of living. For many rank-and-file union members and unorganized workers, the Labor tops habitual support for Democratic Party politicians make them appear to be an appendage of this party, thereby discrediting them. This creates an obstacle for Labor to fight on behalf of all workers’ issues and the unions’ survival.
<strong>DHHS Head bargains directly with care providers cutting out SEIu! Results?.....Care Providers GET A RAISE! That's right ladies and gentlemen, direct dealing (which is the labor charge for circumventing the Union) pays off for workers who will be getting a nice, but long overdue raise! Well, Chris 'WahWah' Quint was quick to run to the cameras and congratulate the care workers and try to make it appears as though SEIu had not been run over by a bus! Did he say, "Well our members are our frontline in dealing with the Governor, and SEIu's bargaining Team is a waste of time lead by 'Clueless Rod' the Steward who was fired in Hinkley, SO we hope all our members take the lead on their own! That way we can focus on sending millions of dollars to SEIu headquarters, and keep our 40 or 50 fulltime political people working on Gay Marriage and Family Planning!" "Besides',our five Field Reps are busy with hundreds of fermenting grievances and have a fulltime job dealing with members complaints! They are only allowed to bargain when 'Clueless' is helpless so they get the blame for his failure?" Well, of course Wah Wah didn't say it! But, the raises do!
The Commissioner of DHHS, Mary Mayhew has shown State Workers, DUMP SEIu, and YOU MAY GET A RAISE TOO! (besides just the dues you save!)>
Congratulations to the Legislature for 'slapping' LePage around, and 'killing' the special (phantom) session! When confronted by the media LePage was dazzling with his demonstration of mastering the English language with his eloquent "NO COMMENT!" It appears as though SEIu can come out from under the Family Planning 'Bed' and flex its muscles on how it managed that problem of pending doom! Some worms do slither off the hook!
Now they can slap employees around.
I too congratulate the DHHS Caseworkers for a job well done with negotiating a higher salary. And I agree that the governor put his foot in his mouth and those legislators that stood up to the governor deserve recognition. However, I hope people vote smart in November. As most news watchers are aware some predict that the governor has placed a nail in the coffin of these legislators that are republican seeking re-election. I am still trying to figure out why the governor would hurt the republican party this close to elections?
Now the reports are that the democrats will be reelected to stop LePage from continuing to spiral out of control and hurt not only public employees, but the poor, handicapped, children's services, unemployment, etc. At least legislators stopped the governor from cutting a few positions at DHHS while planning his BIG reorganization. Remember the governor has cut over 80 positions and created 72ish positions. It is my understanding that he is not offering positions to those that are being cut.
The Governor states that he has an open door policy for Maine's citizens. I am aware of a person that met with the governor quit sometime ago and this person had knowledge of what was happening in state agencies. Unfortunately the governor did not carefully listen or investigate information shared at this meeting and did nothing to resolve very important and cost effective resolutions for the citizens of Maine. So don't waste your time with the governor's open door policy meetings. Submit your complaints directly to your legislators.
Now they can slap employees around
A good slap when citizens are suffering is not such a bad idea. The governor needs to better invest his time working for our state and create some jobs with benefits. Remember, the governor wanted to hurt all public employees and he wanted the legislation to give his appointees better benefits, etc (sweeten their pots). Luckily the legislators said NO!
Correct me if I am wrong, but his appointees are the highest paid employees that are being paid by tax payers. Correct me if I am wrong but many are his friends, family members and some forced to leave because they may have burned down an apartment building or two that was being foreclosed on or maybe somebody was arrested for DUI.
Does the govenror's public relations person look angry when she is being interviewed, stressed, depressed? Granted she does not have an easy job. I am afraid that soon her nose will begin to grow!
MORE SKIN TO WIN!

You're right...direct dealing is unlawful and any labor union worth its salt would challenge this...
But msea-SEIu Local 1989 is not worth its salt....so I don't blame these workers for direct dealing.
Because they're caught between a rock and a hard place.
That is they can unlawfully direct deal with management and get a raise....
Or they can lawfully sit back and hope Rat Rod Hiltz and company get them a raise...
Instead of the usual excuses and stories about how he was the Norma Rae of the Paper Mills.
So there it is....direct deal or... watch Rod Hiltz do his burlesque act.
Just note I'm outta here first time someone shouts "More skin to win!"
Many State Workers are underpaid, have poor moral and tremendous turnover in their workplace. Kudos to the Child Protection Case Workers, some of whom got a 9% raise, BUT, they are NO BETTER, than others just as deserving! LePage was 'in on this strategic move' with Mary Mayew, who if you recall, had millions of dollars in shortfalls because her computer programs paid Maine Care benefits to folks who were not entitled to receive such benefits. So a Half Million Dollars or so in discriminatory raises for a select group (close to LePage's end family violence push) seems more to meet the Governor's needs than those of State Workers! But watch SEIu do nothing!........the Member's are used to nothing and that's what they will get!
B to B, I agree that the family violence push is one good reason and the other is that he is reorganizing childrens services. Employees working for the state are tired of no raises and LePage not keeping any of his promises. The republican chairperson, Mr. Webster said on the news a few days ago that the fisherman and loggers will appreciate the governor's approach. Hello, Maine's fisherman and loggers are greatly suffering like everybody else. It is difficult for loggers and fisherman to buy fuel for boats and equipment and fuel just keeps going up.
I agree raises for caseworkers may have been negotiated by Mary Mayew. It is difficult to recruit and keep social workers/case managers on staff due to the overwhelming workload and low paying positions. Caseworkers are Social Workers and Social Workers in the private sector make a much larger salary. Now that retirement and benefits are cut why should social workers remain with the state. When the governor starts slashing benefits and the state are already underpaid compared to private sector jobs, it becomes increasingly difficult to keep good people.
MSEA should be assisting DHHS and yes all other employees with benefits, salaries, etc even if this means filing a law suit. A good time is the new year when there has been a change in legislature. I am guessing that the majority will return to democrats.
Of course all this amounts to is fodder for arguments for and against but it doesn't recognize that such upgrades/reclassifications of positions is done all the time out side the contract process!
A union may agree to it but it is done outside of the contract via human resource policy and procedures. All a department has to show is they have the money to do it w/in budgeted resources.
B.L., I agree that jobs are reclassified outside of the contract process. Employees can submit a reclassification if they believe their position should be reclassified. I am happy for the caseworkers at DHHS that their jobs were upgraded but I hope that other employees will receive raises and the pension plan be restored for our retirees. I agree that unions may not have a role in reclassifications unless the member requests assistance.
I hope this administration stops playing games with citizens and stops trying to scare our most vulnerable citizens with threats of top secret meetings.
“President Barack Obama stands for our vision…” - Mary Kay Henry, SEIU President
Any msea or SEIu people care to explain what that means and how is it so?
After all, Obama stands for droning US Citizens without trial.
Obama stands for our occupations of Iraq & Afghanistan.
Obama stands for bailing out Wall Street…but not Main Street.
Obama stands for Eric Holder’s nonsense about due process doesn’t mean judicial.
Obama stands for reneging on his previous campaign promises for card check and closing down Guantanimo.
Because if you don’t know what Mary Kay Henry is talking about….
And it’s doubtful that even she does…
Then what are you paying SEIu for?
I mean if you are for civil rights and against lynching black people in the streets…
Would you join or give your money to the KKK?
