-20%.HMO's came about the first time the government decided to do something about "soaring health costs." It was the solution....managed care.The system responded as it always does, by looking for ways around the regulations, etc, When they find them, you end up with $2000 outpatient procedures that could be done in the Doc's office for $250.So now, the solution having been implemented, and the conditions having gotten worse, the government should fix it by spending more money on it.We should go back to "hospitalization."
