Last November, a corrections bond was defeated. Last June, a similar "christmas tree" bond barely passed. During the last economic downturn in the early 1990's, a number of bonds were beaten. When times are good, bonds almost always pass, but it is not the same during bad times, like now. This bond was on the June ballot because they knew it would be hard to sell a $150 million bond package on one ballot in November.
